Technically, while it is not illegal to do so, in a social and moral sense it is becoming far less acceptable for parents to do so.
Wal-mart and other photo-labs now have the right to report anyone photographing children or toddlers nude to the police, even if the photos are not of a lewd, suggestive nature.
Unfortunately, we are living in an increasingly legalistic society whereby there are people in power who cannot discern between innocent images of childhood nudity and child ography.
