Open the back of the camera and fire the shutter at different speeds. If you see light when the shutter fires, you know the shutter is working.
When you loaded the camera did you check to see if the rewind crank is turning backwards when the film is advanced. The counter is NOT a good way to check film loading.
Did you get the blank negs back from the Walmart?
If you did, check for the edge markings which will tell you the film received proper developing.
