It has an electronic shutter, so it will not operate without batteries--it has to be turned on, try jiggling that switch a bit--maybe those are too obvious, though. Make sure the battery compartment is clean and that the battery cover is closing correctly and making contact.
I think you can use the self timer without the shutter relase button--is that still working? See link below:
