To do this you may have to use a publishing program like Printmaster Gold (newer version).
You can put several different pics on a sheet using Photoshop, but they will be in an orginized pattern with all photos being the same size. You'll have to put all the pics in one folder. To do it click file-automate-contact sheet. I haven't found another way to do it in Photoshop.
