Dan,
You can test the photo cell by reading the voltage coming off it. It should vary with the light intensity change and be about .1 to 1.5 volts. You can test the meter movement coil with your VOM meter. Set it to ohms and put the probes on the terminals, the needle should move, if not then there is an open in the meter circuit.
There should be no 'loose' wires !? where is it located??
