Eumig Austrovar, What is it for?

I recently acquired an object that I have no idea what its use can be. Written on one end is Eumig Austrovar 14/15-25, at the other end is a small viewing aperture. It is a lens about 3 inches long, it has a sliding piece in the middle that must be for focusing. I can't see how it can be attached to any photographic equipment or a telescope (which is what I thought it was for initially). I can't focus on anything through it either. I hope someone can quench my curiosity.

Might be a pocket microscope. Eumig made a few try getting in REALLY close to object to be viewed, just a thought. Mikeb

Thanks Mikeb, I tried that and it won't focus on anything, although this does appear to be what it is as both ends are fixed.
