Concerning the light meter, the one of the Retina IIIC has a selenium cell, and you will hardly find any camera with a working selenium meter today since they tend to 'fade' over the years. There is no replacement and no spare part.
Before sending it for repair, check whether the frame counter is on frame 1 (the counter counts backwards). If so, then the advance lever will be blocked automatically - it's a feature, not a bug. To release it, press the small button near the frame counter window, and slide the button on the rear until the frame counter has reached the start indicator arrow.
