I don't know when your 283 was made, but the newer ones being sold now are safe. Since your camera is electronically controlled, I wouldn't trust an older unit.
The link to the specs on your camera (below), indicates that it has an electronically controlled shutter.

: I have been reading about the Vivitar 283 having a high voltage. My 283 was made in Japan with a seriel # 584 3778. I'm using the Konica FS-1 and am wondering if this camera is considered an electronic camera. Will using this model of flash harm my FS-1?
