The Victor Animatograph Model 4, 16mm movie camera was introduced in 1934. A photo of the camera is here http://www.xs4all.nl/~wichm/victor4.jpg

The filters you describe were for use with black and white film. The only buyers for this movie camera would be collectors of Cinematographica, perhaps only a few hundred people in the world. Get your appraisal from closed eBay auctions of similar vintage 16mm cameras.
