It's possible the free film was respooled motion-picture film that requires a developing method other than C-41. There used to be a company in Seattle, WA that distributed vast quantities of this 'free' film, but it was hard to find an alternative to sending it back to them for developing. In fairness to the company, their prices were reasonable and a lot of people liked this film and kept using it.
