The rule of thumb used by most people is the shutter speed should be as near the max focal length of the lens. In your case 1/500 of a second. In my opinon 400mm is not a hand held lens under any conditions. Having said that even with a good ridged tripod your results will disapoint you a medioca performance lens coupled with a doubler will at best only produce fairly low quality images.

I have a Pentax K1000 and am currently doing some nature photography with birds. I have a 80-200mm Tokina zoom lens with a 2x doubler. With this 160-400mm lens, is a shutter speed of 1/250 of a second fast enough to hand hold the camera or should I use a tripod? What shutter speed should I use? Any help appreciated
