It's not the battery with those symptoms. I'm not quite as pessimistic about compacts as Mike. But, since it will cost $100-$135 to repair your older compact, then it is time for a new one for you in my opinion. Spending $150 to $200 buys you a pretty nice compact these days. Stick with the major brands in your compact search. Personally I'd narrow that even further to Nikon, Canon or Olympus. It is also highly recommended that you get a 'weather proof' model. It only raises the cost about $10 but they have a much higher durability factor. Be sure to check out the Oly Stylus zoom 115 or 140. Lots of features and takes wonderful snap shots.
