Your camera has a short in the meter switch and or ghe meter circuit. In many cases this is due to water or corrosion damage or due to circuit damage from a high trigger voltage flash unit. In any case your camera needs repair by a trained camera technician. Take it to your local service center or we'd be glad to supply a repair estimate.
The AE-1 Progam you asked about is selling from $200 to $250 on the used market. Be certain to get return period allowance from the seller and have is tested by a camera service center after puchasing any used camera.
